TIFFIN — A Detroit man has been deemed incompetent to stand trial after making shooting threats to Tiffin University and threatening to blow up a campus building.

27-year-old Reginald  “Reggie” A. Morrissette Jr. made the threats after demanding to know the location of a specific university employee and to speak to that employee on the phone.

Morrissette Jr. pleaded not guilty by reason of insanity to the charges of inducing panic, a second-degree felony; making terroristic threats, a third-degree felony; and three counts of aggravated menacing, all first-degree misdemeanors, according to court records.

Judge Michael Kelbley of the Seneca County Common Pleas Court ruled that Morrissette Jr. is incompetent to stand trial. Kelbley ordered Morrissette to undergo treatment at the Northwest Ohio Psychiatric Hospital. Kelbley authorized involuntary administration of medication, according to court records.

The Tiffin Police Department, along with Tiffin University campus security, staff, and administration responded immediately to ensure the safety of everyone on campus by relocating students from the named building, to other locations.

Morrissette Jr. has done time before on charges including home invasion, attempted arson, and domestic violence, according to arrest records obtained from the Michigan Department of Corrections. He was most recently on probation for attempted arson, a second degree felony, according to court records.

Law enforcement worked to determine that Morrissette was not in the Tiffin area at the time of the threat.

Morrissette Jr. was later identified after officers interviewed the university employee he was searching for. Tiffin detectives then confirmed that Morriessette Jr. was still in Michigan at the time of the threat and the university campus was determined safe.

Morrissette Jr. was arrested by the Wayne County Sheriff’s Office in Michigan, and then extradited to Tiffin.

No injuries were reported during the incident.
